Death at home or in a public place

If the death occurred at home or on the street, MDA must be invited to determine the death and issue a death notice. By law, MDA is obliged to call the police in any case of death outside a medical institution.
The police will arrive at the scene of the incident. As long as the police have not arrived, no action should be taken at the site of death.
In the event that an unnatural death is suspected, the police will refer the deceased in an ambulance on its behalf to the National Institute of Forensic Medicine in Abu Kabir. The transfer in most cases is intended for CT scan and external scanning only. (The immediate family has the right to object to the autopsy.)
In most cases, the police will issue the family a permit for burial, since there is no fear of criminal activity. After receiving confirmation from the police that the death is natural, it is necessary to contact the representatives of the burial company to coordinate the funeral.
In order to coordinate the date of the funeral, a burial permit must be obtained, which is issued free of charge at the district health office. In most cases, the burial company will take care of issuing the license. In the event that the body has been transferred to the National Center for Forensic Medicine in Abu Kabir, the permit will be issued by them.

🚨🚨🚨

Transfer of the deceased to the burial place

In the event of an unnatural death, the transfer of the deceased from the Abu Kabir National Institute of Forensic Medicine to the burial place at the end of the examination is at the expense of the police and is carried out by a private ambulance that is arranged.
In the event of a natural death, the transfer of the deceased from home to the cemetery within the jurisdiction in which the deceased is registered is done by the burial company for free. After 16:00 or without a response from the burial company, you can contact the information and evacuation center of the deceased of the Ministry of Religious Services and the Forum of Burial Societies in Israel 0120**
If the burial is carried out in an authority other than the one to which the deceased belongs, then the transportation is done for a fee.
If the burial company transports the deceased, the transport must be according to the National Insurance Institute's rate: NIS 388 for the first 10 kilometers from the jurisdiction of the one local authority, and another NIS 11.81 for each additional kilometer to the burial place.
Please note that most burial societies do not operate in the evening and at night, except for pre-arranged funerals for these hours, nor do they operate on Saturdays and holidays (Rosh Hashanah, Yom Kippur, the first day of Sukkot, Simchat Torah, the first and last days of Passover, and Shavuot). If the death occurred at night, on a Saturday or holiday, one must wait until the morning or the end of the Sabbath or holiday, in order to make the funeral arrangements.

The deceased who stayed at home

When the family wishes to leave the deceased at home until the date of the funeral or when he dies on Shabbat and holidays and there is no possibility of eviction until the end of Shabbat and/or the holiday.

1. The body of the deceased must be lowered to the floor and the room must be cooled in the manner permitted on Shabbat and holidays.
2. The deceased must be kept continuously guarded until he is evacuated.
3. In cases where leaving the deceased at home on Shabbat and holidays may cause mental supervision, it is necessary to consult with an authorized rabbi, to obtain an evacuation permit through a non-Jewish driver.

Death in a hospital

Keeping the deceased refrigerated in the hospital until the time of the funeral is free of charge. If the hospital does not have a refrigeration room to keep the deceased, contact the burial company.

Government hospitals and sometimes private hospitals issue the burial permit required for the family for funeral arrangements with the burial company, this must be requested at the reception office and the release of patients.

The place of burial is determined according to the registered place of residence of the deceased, and not the place of death (except for death in a nursing home / geriatric institution, which is considered the place of residence of the deceased).

The transfer of the deceased from the hospital to the place of burial will be done by the burial company free of charge, if the hospital is defined as providing medical services to the residents of the authority in which the deceased lived.

The transfer of the deceased for burial is free of charge. Transfer through a private ambulance company or transfer through the house / synagogue, etc. is subject to a fee in any case.

Issuance of a burial permit

In order to coordinate the date of the funeral, a burial permit must be obtained, which is issued free of charge at the district health office. In most places, the burial company will take care of issuing the license, and if the body has been transferred to the National Center for Forensic Medicine in Abu Kabir, they take care of it. Government hospitals issue the burial permit and sometimes private hospitals, this must be requested at the Ministry of Admission and Release of Patients.

In the event that the issuance of the license is imposed on the family members or a representative on their behalf, please contact the Burial Permits Department of the Ministry of Health in the district to which the deceased belongs, and provide the following documents:

1. A death notice filled out by the medical staff at the institution where he died or by Magen David Adom. If a MDA ambulance handled the incident, a paramedic will sign the death notice and attach a MDA report.
2. In the event of death outside a medical institution, a waiver of an autopsy is issued by the Israel Police.
3. Identity card of the deceased.
4. It is advisable to attach certificates attesting to his medical condition from the last period of his life.

The issuance of a burial permit is free of charge. If the death occurred after work hours at the district health bureaus and the family wishes to be buried on the same day, the burial company can be assisted to refer the request for a license to an on-duty doctor.

🚨🚨🚨

What is a death certificate

The death notice from the doctor or paramedic is not a death certificate for official and legal purposes. The death notice is left at the Ministry of Health when issuing the burial permit and in principle it is no longer necessary.
For official purposes of inheritance, etc., a death certificate must be issued at the Ministry of the Interior, two weeks after the death, through a first-degree relative.

Coordination of the funeral and the basket of free services

After the burial permit is issued, you can contact the burial company to arrange a funeral.

The National Insurance Institute includes in the basket of services for the deceased: burial in the local cemetery (according to the registry in the population registry) and according to the type of burial practiced there.
The basket includes transportation in the territory of the burial authority during working hours, purification and ordinary cotton shrouds, grave mining, floor tiles for the tomb building, a funeral ceremony, the presence of two members of the Chevra Kadisha and Cantor at the ceremony, covering the tomb and temporary signage.

The foundations of the tombstone and its erection are not included in the basket of services.
The service does not include a linen shroud and the transfer of the deceased through the house or other site other than the place of burial.

Special requests for burial in an unusual plot or in a closed cemetery are subject to a fee.
